3.04.010 Annual reports by boards.

Each of the boards appointed and acting for the city in the administration of the city, shall make an annual report of its receipts, disbursements and activities to the council as soon as practicable after the close of the fiscal year, which report shall be filed with the municipal finance officer. (Prior code § 1-4-1)

3.04.020 Contracts by members of the council.

No officer or member of the council shall enter into any contract, make any purchases, or create any indebtedness against the city in excess of one thousand dollars ($1,000.00) without first having submitted the matter of incurring such indebtedness or making such contract to the council or having received authority of such council therefor. 3.04.030 Sale of municipal personal property.

Whenever the city shall have personal property, which shall be determined by resolution to be no longer necessary, useful, or suitable for municipal purposes, such governing body may by resolution order the sale of such property. If such personal property is appraised at less than five hundred dollars ($500.00), the governing body may sell the personal property at private or public auction without notice. In all other cases, the governing body shall give at least fifteen (15) days’ notice of the sale of such property which notice shall be published in the official newspaper which has been appointed for the city by publication once each week for two consecutive weeks, which notice shall describe the personal property to be sold and shall state the appraised value of such property and the time and place when bids on such property will be opened by the governing body. All sales will be conducted in conformance with SDCL 6-13. (Ord. 432 § 1-4-3, 2001: prior code § 1-4-3)

3.04.040 Claims.

All claims against the city shall be in writing and upon forms provided by the municipal finance officer and in such form as required by statute of the state of South Dakota. Prior to passage or approval by the council, claims shall bear the approval of the councilmember or person in charge of the department for which such services or supplies are furnished. 3.04.050 Funds.

The municipal finance officer shall keep full, true and just accounts of all financial affairs of the city and shall keep such accounts and furnish in such form and in such manner from time to time as is required by the Division of Legislative Audit. (Ord. 444 (part), 2002: prior code § 1-4-5)
